Capsicum is a member of the nightshade family, like tomatoes. It requires quite warm soil in order to germinate and thrive, so make sure you plant it well after frosts are finished in mid Spring, and it is also a good idea to start it in punnets in a greenhouse or otherwise indoor, warm area. Capsicum can be a picky, delicate thing to grow for beginners, moreso that tomatoes, so if your first crop don't germinate (mine haven't) try try again! It may be the soil wasn't warm enough or was too dry.
